The standard we are working to
We are working to meet the Web Content Accessibility Guidelines (WCAG) version 2.2, Level AA. This is the standard referenced by California Government Code sections 7405 and 11546.7, and by most public agency procurement requirements.
Current status
This website is partially conformant with WCAG 2.2 Level AA. Partially conformant means most of the site meets the standard and some parts do not yet. As of 7 September 2026, the following have been reviewed and corrected across every published page:
- Colour contrast of text and buttons, measured on every published page rather than sampled
- White text sitting over photographs, measured by compositing each image with its overlay rather than estimated
- Heading structure, so that each page has one main heading and a logical outline
- Visible keyboard focus on links, buttons and form fields
- The contact form, which now has visible labels, marked required fields, and a selection that genuinely has to be made
- Page layout down to 320 pixels wide, so no page requires scrolling in two directions
- Content that previously stayed hidden until it was scrolled into view
- Automatically rotating content, which no longer moves on its own
- A main landmark and a working skip to content link on every page
- The current page announced as current in the navigation
- The mobile menu button, which now announces its purpose and whether the menu is open, and moves keyboard focus into the menu
- The cookie consent banner, which no longer describes itself to assistive technology as something it is not
- The company information table, whose first column is now marked up as the heading for its row
Known issues
We are aware of the following and are working on them:
- A few of these corrections are applied by JavaScript, because the plugins that generate the affected markup provide no other way to change it. They will not apply if JavaScript is turned off.
- The messages shown after submitting the contact form have not been fully tested. Missing or incorrectly formatted entries are caught by the browser and reported before anything is sent.

How this site was assessed
This site was assessed in September 2026 using a combination of automated measurement and manual checking. Colour contrast was calculated against the colours actually rendered on each published page. Keyboard operation, heading structure, and page layout down to 320 pixels wide were checked by hand. This statement was last reviewed on 7 September 2026.
